On the 1st day of December, 2009 a panel discussion on the subject “Nanotechnologies Rubricator” was hold, arranged by Park-Media Company with the assistance of M.V. Lomonosov Moscow State University. Developers presented three various rubricators, which are now valid in Russia.
Panel discussion participants were familiarized with three Russian rubricators for nanotechnologies: Rubricator for scientific & technical information on nanotechnologies and nanomaterials in Russian and English languages and coupling with State Rubricator for Scientific & Technical Information and Universal Decimal Classification (co-developed by Federal State Institution State Institute of Information Technologies and Telecommunications "Informika", Vladimir Polytechnic Institute, National Electronic Information Consortium NEIKON, All-Russian Institute of Scientific and Technical Information of Russian Academy of Sciences and State Scientific Center “Kurchatov Institute” within Federal Specialized Program "Development of Infrastructure Nanoindustry in RF for 2008-2010”); Classifier for nanotechnologies directions (co-developed by Russian Nanocorporation “ROSNANO” and Higher School of Economics); Nanotechnologies Rubricator, executed by Russian Fund of Fundamental Research.
Availability of three rubricators, in the development of which so reputable organizations took part, per se evidences its usefulness. But what is the difference and most importantly what do they have in common?
The fact is that rubricator developers have worked out and apply them for their own needs. And each rubricator has its own special features, and its mostly useful in that narrow sphere towards which it was meant for. Nevertheless, objectives of each rubricator are similar – information structuring in the sphere of nanotechnologies, provision of search, storage, processing and demonstration of authentic analytical and statistical data. If there are several rubricators with no connection between them, no departments or structures authorized by the government as responsible for development of such direction in RF will be capable to get urgent and authentic information of the state of affairs and prospects in the sphere of nanotechnologies in Russia and in the world in real-time mode. Panel discussion participants came to the conclusion that necessity in the creation of unified basic state rubricator meeting the standards of State Rubricator for Scientific & Technical Information has already arisen. Creation of such basic rubricator may be entrusted to any leading organization, which will be also responsible for making changes into the existing branch sections of the State Rubricator for Scientific & Technical Information, rubricator further improvement, as well as for development of automated methods of coupling basic rubricator with the most wide-spread existing rubricators on nanotechnologies, including with departmental and foreign. Any other interested organizations will be able to use basic rubricator as the background for creation of their own rubricators, being more detailed in the sphere concerned. Panel discussion participants especially noted successes of “Informika” on creation of rubricator for nanotechnologies portal. No claims to the first level of rubricator arised as well as to the approach of “Informika” specialists to rubricator creation. According to unanimous opinion of the participants the rubricator created by "Informika" is entirely suitable as the basis for creation basic state rubricator for nanotechnologies.
